The Three Beverly Hills Markets Hidden Inside the 90210 Median

Two homes sit four blocks apart. Both carry a 90210 mailing address. Both list at $5.4 million. One closes and the seller writes the City of Los Angeles a check for roughly $216,000 at the settlement table. The other closes and owes nothing beyond the standard county and city documentary transfer taxes.

That gap has nothing to do with the houses. It has to do with a line on a jurisdictional map that most buyers never see until escrow opens.

The Beverly Hills median is a citywide average of three sub-markets that operate under different tax regimes, different insurance realities, and different school boundaries. Reading the ZIP as a single market will cost you.

Redfin put the trailing three-month median sale price for the City of Beverly Hills at $6.1 million as of May 2026, up sharply year over year on a small sample of 73 May closings. Zillow's home-value index for the same footprint, updated June 30, 2026, sat at $3,686,749, up 6.3% year over year. Both are correct. They measure different slices of a market that has quietly broken into pieces.

The line that decides everything

Beverly Hills Proper is an incorporated city. Its residents pay Beverly Hills property tax, use Beverly Hills police and fire, and enroll in the Beverly Hills Unified School District. The Flats, Trousdale Estates, and Beverly Hills Gateway all sit inside this jurisdiction.

Beverly Hills Post Office, the hillside area north of Sunset commonly called BHPO, shares the 90210 mailing address but sits inside the City of Los Angeles. Homes there pay LA property tax, rely on LAPD and LAFD, and fall inside LAUSD attendance boundaries.

That single distinction drives the three mechanisms below.

Measure ULA, the transfer-tax cliff

Measure ULA is a City of Los Angeles transfer tax. The LA Office of Finance set the current thresholds at $5,400,000 (4%) and $10,900,000 (5.5%) for transactions closing after June 30, 2026. The tax applies to the gross sale price, not the amount over the threshold. Cross the line by a dollar and the full 4% is owed on the whole price.

Because Beverly Hills Proper is not the City of Los Angeles, ULA does not apply there. It does apply, in full, to BHPO. UCLA's Lewis Center for Regional Policy Studies estimated that ULA has reduced the odds of a Los Angeles property selling above the $5 million threshold by roughly 55%, and that behavior is visible in BHPO pricing patterns. Experienced listing agents routinely price BHPO homes at $4,995,000 rather than $5.1M to keep the entire transaction below the cliff.

The political picture is stable for now. The Howard Jarvis Taxpayers Association withdrew its statewide ULA repeal from the November 2026 ballot in June 2026, and on June 17, 2026, the LA City Council voted 9-5 only to draft potential exemptions for new multifamily construction and Palisades-fire sellers. BHPO sellers are not part of any pending relief.

The BHPO figure is doing something the citywide number is not. Redfin's neighborhood data showed BHPO's median sale price down 13.9% year over year on a trailing three-month basis in mid-2026, with median days on market at 58.5. In the same window, the citywide Beverly Hills median was posting double-digit gains. Neither is wrong. The city aggregate is being pulled up by Flats and Gateway sales that never touch ULA. BHPO is absorbing the friction alone.

Why the Flats hold their price and BHPO drifts

Tax exposure explains part of the split. Insurance explains the rest.

Admitted luxury carriers, including AIG, Chubb, and PURE, have restricted or exited hillside 90210 zips over the past two years. That affects BHPO, Trousdale, and Benedict Canyon roughly equally on paper. The Flats sit on a flat grid removed from the high-brush interface and remain highly insurable through admitted markets, which is showing up as a durable premium for flat, usable lots.

Trousdale and Gateway share the Flats' ULA exemption but not its insurance profile. That is why the price story inside Beverly Hills Proper is not uniform either. Buyers paying up for Trousdale are paying for architectural provenance, view protection under the Trousdale Ordinance, and BHUSD access. They are not paying for a low-friction insurance placement.

Q1 2026 activity across the incorporated city, according to CRMLS-sourced reporting, totaled 57 closed single-family and condo transactions, up about 10% from 52 in Q1 2025 but still around 22% below the 2022 peak. Median price per square foot in the city hit roughly $1,410 as of Redfin's May 2026 read, up 29.4% year over year on that small sample. The premium is concentrated where flat lots, exempt jurisdiction, and BHUSD boundaries overlap.

The condo market has the same problem

Beverly Hills condominium data suffers from the same aggregation issue.

Standard 90212 units hover in a $1.1M to $1.3M band at roughly $828 per square foot. In the same ZIP, hotel-branded vertical residences at the Maybourne Beverly Hills and Mandarin Oriental Residences routinely trade between $5M and $10M, with penthouses pushing past $25M. Any "median condo price" for 90210 or 90212 sits somewhere between those two products that have almost no buyer overlap.

Roughly 40% to 50% of Beverly Hills transactions above $15 million move off-market through pocket-listing networks. That share never appears in a portal median. A buyer studying Zillow or Redfin from out of state is looking at a filtered version of the market that systematically excludes the top of the price distribution.

What this changes about how to shop the ZIP

A few practical implications follow directly from the three mechanisms above.

  • The $5.4M threshold is a shopping tool, not just a seller problem. If a BHPO home is listed at $5,395,000, that price was almost certainly set to sit under ULA. Ask what a comparable Flats home at $5.4M would actually deliver in usable square footage and land, and price the ULA differential into your offer either way.
  • Ask the insurance question before the inspection question. Sellers of hillside 90210 homes are increasingly able to provide a bindable quote in advance. If they cannot, the closing timeline itself becomes a risk.
  • Verify school boundaries by address, not by ZIP. A 90210 mailing address does not put a child in BHUSD. LAUSD boundaries include much of BHPO.
  • Treat the median as three medians. If your budget lands under $3M, most of the actionable inventory sits in BHPO and in standard 90212 condos. Between $6M and $12M, Flats tear-downs and Trousdale renovations compete with BHPO estates that carry a $240,000 to $480,000 built-in tax deduction on the seller side, which usually shows up as harder negotiation on price.

Migration data adds one more piece of context. Redfin's January–March 2026 sample showed 86% of Beverly Hills searchers looking to stay within the metro, with San Francisco, Seattle, and Chicago as the top inbound origin markets. Those buyers tend to underwrite the ZIP as a single market. Local buyers underwrite it as three, which is one reason well-priced Flats listings continue to draw competition while comparable BHPO listings sit longer.

Does a 90210 address mean the home is in the City of Beverly Hills? No. The 90210 ZIP straddles two jurisdictions. Homes north of Sunset in the BHPO area carry a Beverly Hills mailing address but sit inside the City of Los Angeles for tax, school, and municipal-service purposes.

If I buy in BHPO, will I pay Measure ULA when I eventually sell? If the sale price at that time meets or exceeds the ULA thresholds in effect, yes. The thresholds adjust every July 1 based on the Chained CPI. As of July 1, 2026, they sit at $5.4M for the 4% tier and $10.9M for the 5.5% tier. The tax applies to the gross sale price.

Why do Zillow and Redfin show such different numbers for Beverly Hills? They measure different things. Zillow's Home Value Index is a modeled estimate across all homes in a geography. Redfin's median sale price reflects only homes that closed in the reporting window, and Beverly Hills closes a small number of transactions each month, so a few high-end sales can move the reported median significantly.

Is BHPO a worse buy than the Flats? Different, not worse. BHPO delivers views, privacy, and a lower per-square-foot entry point for hillside luxury. It also carries ULA exposure at resale and a tighter insurance market. Whether that trade favors you depends on your hold period, your insurance carrier's appetite, and whether school district matters to your household.
